Lisa has over 15 years of experience in optimization and management of water and wastewater utilities. Prior to her position in Norwalk, Lisa was Assistant General Manager of the New Haven Water Pollution Control Authority and worked with many communities across the US as a consultant with nationally known firms focused on environmental issues. In addition to overseeing the Norwalk WPCA, she is also responsible for day-to-day operations of the city’s Department of Public Works including solid waste and recycling programs and infrastructure repair and maintenance. Lisa holds a BS in Civil Engineering and MS in Engineering Management from the University of Massachusetts at Amherst. She is a registered Professional Engineer in Connecticut and New York.

Ralph holds a BS in Civil Engineering from Drexel University in Philadelphia, PA. He is a registered Professional Engineer and has over 12 years of experience in wastewater design and operations. Prior to his position in Norwalk, Ralph was an engineer for BCM Engineers, Inc. and involved with planning, design and construction of water and wastewater treatment facilities. His current responsibilities include contract administration of the city’s wastewater treatment facility and collection system, handles the O&M contract with OMI, Inc., management of a $13M per year operating budget, and oversight of various WPCA policies and capital improvement projects.

Nic holds a Bachelor’s degree in Geology from Skidmore College in New York and a Master’s degree in Environmental Science from the University of New Haven, CT. He joined the WPCA in 2007. His current responsibilities for the WPCA include managing the fats, oil, and grease (FOG) Program and the industrial pretreatment program (IPP); computer database management; administration of Geographic Information Systems (GIS) for mapping/modeling the collection system; website administration; sanitary sewer investigations and use of in-situ ’stick’ style video camera; registering and collecting fees for new connections to the sanitary sewer; sewer use fee appeals; and managing WPCA construction projects.
Kyle J. Bader – Wastewater Systems Technician

Kyle is a graduate of Marist College, where he obtained a BS in Environmental Science. Prior to working for the WPCA, he conducted hazardous waste inspections and subsequent abatement oversight; project management; soil and groundwater sampling; as well as remediation design and oversight for environmental firms. He now assists with special sewer use fee billing, sewer use fee appeals, septage invoicing and tracking, construction plan reviews, investigating sanitary sewer system problems and complaints, and coordinating applications for sanitary sewer permits; fats, oil and grease (FOG) permits; and industrial pretreatment program (IPP) registration.
