Ralph holds a BS in Civil Engineering from Drexel University in Philadelphia, PA. He is a registered Professional Engineer and has over 18 years of experience in wastewater design and operations. Prior to his position in Norwalk, Ralph was an engineer for BCM Engineers, Inc. and involved with planning, design and construction, and operations of water and wastewater treatment facilities.  His current responsibilities include overseeing the WPCA,  contract administration of the city’s wastewater treatment facility and collection system, handles the O&M contract with OMI, Inc., management of a $15M per year operating budget, and oversight of various WPCA policies and capital improvement projects.

Steven holds a Bachelor of Science degree in Geography with a specialization in Geographic Information Systems from Central Connecticut State University, where he received the Undergraduate Award of Excellence. Initially he was introduced to GIS while working for the National Park Service at Haleakala National Park in Maui and Golden Gate National Recreation Area in San Francisco. Now he administers the enterprise geographic information system for the WPCA. He specializes in municipal GIS, QAQC, cartography, and application development. Responsibilities include creating data management procedures for more efficiency, developing mobile applications, administering the asset management system, and providing technical assistance to all departments.

Shadram Thelusca- Wastewater Systems Technician

Shadram is responsible for sampling of all industrial and food preparation facilities as part of the industrial pretreatment program (IPP) and Fats, Oil, and Grease (FOG) Program. In addition, he assists with connection fee applications, IPP/FOG registrations, sewer use fee billing and appeals, septage invoicing, various WPCA construction projects, and investigating sanitary sewer system problems and handling customer concerns.  Prior to his position with WPCA, he was a DPW permit inspector with the City of Norwalk for 5 years.

Christopher Cavaliere joined the WPCA in August 2015, after 17 years of knowledge and working experience that he acquired in the City’s engineering department as a Junior Engineer, his former duties included inspecting City related construction projects, permit department administering and implementing the Department of Public Works policies.   His current responsibilities for the WPCA include managing the fats, oil, and grease (FOG) Program and the industrial pretreatment program (IPP); administering WPCA construction projects; plan reviews; sewer use fee appeals and collection of sewer system burden fees related to sanitary sewer connections.
